Choice of host country

FIFA decided that the 2018 FIFA World Cup venue was chosen in conjunction with that of 2022, on 2 December 2010 at the meeting of the Executive Committee of the organization, held in the city of Zurich, Switzerland.

According to the continental rotation system implemented by FIFA, member associations or associations associated with CAF and CONMEBOL were not allowed to participate in this candidature. Russia, Japan, South Korea, Australia, Belgium, the Netherlands, England, Spain, Portugal, the United States and Qatar.3 Finally, Australia, Japan, South Korea, Qatar and the United States United States withdrew a few months before the decision to focus on the 2022 election.

The vote was held in Zürich on December 2, 2010. In the first round, England reached two votes, Netherlands-Belgium scored four, Spain-Portugal reached seven and Russia rose to nine. Having failed to reach the necessary majority (twelve), England was eliminated for being the candidate with less support and a second round was necessary. Here, Russia obtained thirteen on the seven that received the Iberian pair and the two that received the candidacy Belgium-Netherlands.

After the election, Vladimir Putin, the then Russian prime minister, assured that "Russia 2018 will be fantastic" and projected the construction of new stadiums and the presence of "the highest quality regulations". For his part, Blatter made the protocol trip to the country selected and assured "that there will be wonderful cooperation between FIFA and Russia."
